An autonomous body established in 2011. Its function is to ensure that the rights of the entire university community are respected in the face of acts or omissions by university departments, authorities, or officials that violate those rights. It has no authority to impose sanctions; rather, its actions are based on persuasion and conviction. To this end, it issues statements, recommendations, and proposals.

Javier Antonio La Rosa Calle
Attorney and researcher, with a master’s degree in Economics and Labor Relations from PUCP. He has completed his doctoral studies in law and specializes in issues related to access to justice and conflict resolution.He is a professor in the Department of Law, where he teaches courses on Conflict Theory and Dispute Resolution Mechanisms, Negotiation and Conciliation, and the Legal Clinic on Indigenous Peoples’ Rights. He has worked for a human rights organization specializing in justice system reforms. He has professional experience in judicial reforms, indigenous peoples’ rights, and legal pluralism. He served as an advisor to the ministerial office at the Presidency of the Council of Ministers and at the Ministry of Culture. He has also served as a senior advisor in the Congress of the Republic.
