He is a professor and researcher in the Department of Economics and holds a Ph.D. in Economics from the Pontifical Catholic University of Peru. At our university, he has served as chair of the Department of Economics.

Mendoza currently serves on the Board of Directors of the Fiscal Council. He has also served on the board of directors of the National Superintendency of Higher Education, as Minister of Economy and Finance, as President of the Fiscal Council, as a member of the board of directors of the Central Reserve Bank of Peru, and as Deputy Minister of the Treasury in the Ministry of Economy and Finance.

He is also the author of more than a hundred publications on economics. Among his most recent works are *Constitution and Economic Growth: Peru, 1993–2021* (2023), *How Economists Conduct Research: A Guide to Designing and Developing a Research Project* (second edition, 2022), and *Intermediate Macroeconomics for Latin America* ( third edition, 2018).
