A priest, lawyer, and university professor, Monsignor Fidel Tubino Mongilardi was born in Peru, educated in Italy, and ordained a priest in our country. He holds a doctorate in law and a degree in Sacred Theology, and served as auxiliary bishop of Lima while he was our university president.

Monsignor Tubino was ordained a priest later in life, in 1944, and distinguished himself in the Lima curia. He devoted himself to education at both the high school and university levels. He was first and foremost a man of the Church, but he knew how to guide the then-growing university through a series of initiatives that would lead to its modernization and transformation into the institution of higher learning it is today. It was during his tenure as rector that many of the activities of the fledgling Riva-Agüero Institute were launched. There was a major leap from the University of Lártiga and Plaza Francia to the current campus in Pando, a process that began at that time with the faculties of Engineering and the now-defunct Agronomy, which were established outside the city walls of Lima during Monsignor Tubino’s years.

After stepping down as rector, he continued his work as a bishop and participated in some sessions of the Second Vatican Council and the General Conference of the Latin American Bishops’ Conference in Medellín in 1968.
